LBN 406 is a so called Bright Nebula in constellation Draco. It is called Bright Nebula since it is illuminated by the integrated light of surrounding stars, in fact it is quite faint.
Those objects typically prefer a dark and moonless night, but since there are no other targets in my sky during summer, I just give them a try from my Bortle 5 location.
This nebula region is surrounded by many galaxies, as it is shown in the annotated view:
